Cephas Lewis Bandy Sr was born on January 27, 1932 to James E. Bandy, and Ella Mary (Seawright) Bandy in the city of Haynesville Alabama. He was the second born in a family of 8 children. At age 11, Cephas and his family migrated to Beckley West Virginia where he continued his education at Stratton High School and graded in 1951. There he met his high school sweetheart Frances Maxine Pannell.Cephas later graduated from IUPUI with his Bachelor’s degree. He was drafted into the Military Army Service during the Korean War and rose to the range of Sergeant. He reunited with Frances and they were married on February 27,1953 in Beckley WV.
Of the marriage 3 children were born, Pier Angela, Cephas Lewis Jr and Andre Dion. The cold mines were closing down, Frances’ mother had married a man from Indianapolis and told them to come up to find a job. After they talked about moving, they finally did come to Indianapolis leaving their 2 children behind in the care of his older brother (Eugene) and his wife (Martha).
Cephas’ first job was driving a cab, the second was a Bailiff in the Office of Judge William Sharp. He went to The Indianapolis Police Department and graduated on February 01 ,1961. There he rose to the rank of Captain working in various departments: Inspection & Training Division, Executive Division at the Prosecutor’s Office, Civil Rights Investigator, Public Affairs Branch, Commander with Vehicle Theft Branch & Crime Laboratory, He became Captain with Quads I, IV. Cephas was also Captain with the West District Depupty Chief’s Office & Detective Branch as well as Coordinator in the Investigative Management Office. He served on the Disciplinary Board of Captains as well as Commander with Organized Crime Branch. Cephas was the Captain with the South & West Districts as well as Branch Commander in the Juvenile Branch. Cephas also served as Assistant Deputy Chief of Police. He retired from the IPD on 1/27/02 after serving 41 years. “OH WHAT A RIDE”
Cephas enjoyed his retirement specifically bowling with the “Benny’s Golden Playmates” and also golfing with “The Early Birds”. He also enjoyed watching sports programs on TV along with watching CNN and reading the newspaper. He was also involved with the Y’Mens of Greater Indianapolis and also a Mason.
Cephas is proceeded in death by his parents James & Ella Mary, his brothers: Eugene, James Evans, John Samuel, sister: Willa Ann, wife: Frances Maxine, sons: Cephas Lewis Jr and Andre Dion.
Leaving to cherish his memory is brother: James Ellis III (Janice) and sister: Dortha Rene Dennis, daughters: Pier Angela James and Juanita Hampton-Williams, grandson: Alex D. Mays (Tenaj), granddaughter: Shantel M. Miller (Zach), 5 great grandchildren; a beloved sister-in-law, Martha Bandy; A host of nieces and nephews who loved him so much
